Note 02 · Voice Agents

When to Route to a Human

A voice agent that never escalates is as broken as one that escalates too often. Here's the framework we use to decide what the human handles.

The most common voice agent failure mode isn't a technology problem. It's a design problem: the agent was given too much to handle, or it was never given clear rules for when to stop.

A voice agent that handles every call it receives, even the ones it shouldn't, creates the same problem it was meant to solve. Callers get stuck in a loop. Issues don't get resolved. Frustration builds.

A voice agent that escalates too often defeats the purpose. Every transfer to a human is a moment where the automation failed to deliver its value. If your agent is transferring 40% of calls, you haven't built a voice agent, you've built a complicated phone tree.

The right handoff rate depends on the business and the call type. For a logistics business handling delivery status calls, a 90%+ containment rate is reasonable. For a business handling customer disputes, you might want 60% containment with 40% going to a human. The key is knowing what your target is before you build.

The framework we use: a call should transfer to a human when it meets any of these conditions. One: the caller explicitly asks for a person. Two: the request involves judgment, an exception, a special case, a situation the system doesn't have data for. Three: the caller's emotional state suggests a human is needed, frustration, urgency, a complaint. Four: the request involves money movement or contract changes that require explicit consent.

The voice agent should know its limits. Not because it isn't capable, because some things should always be human. Defining those things clearly before you build is what makes the difference between a voice agent that works and one that creates new problems.
